Reboot is a process by which a device is restarted, either intentionally or unintentionally. It turns your router OFF and then ON. While rebooting, all the devices connected to your router will be disconnected and then will reconnect automatically once the reboot process is finished. On the other hand, Factory reset sets the router to its default settings and allows you to reconfigure it whenever it is needed. Rebooting and resetting helps to fix some problems that we commonly encounter such as if you are unable to access the internet after setting up your device or if your systems do not get valid IP address from the DHCP server. Linksys Support wants to inform you that Rebooting and resetting options are available only if you are locally connected to your home router.
